Chinese government continues to implement subsidy policies to promote the use of bio-pesticides and other low-toxic pesticides

  Government's subsidy on bio-pesticides is regarded a direct and quick way to develop bio-pesticides. Owing to the subsidy, farmers' enthusiasm for purchasing bio-pesticides could be higher than before, and thus some effective but expensive bio-pesticides could be applied more, according to CCM’s September issue, Crop Protection China Monthly Report 1309.
   
  So China focuses on how to implement subsidy projects of bio-pesticides sufficiently. In April 2013, the Ministry of Agriculture of China (MOA) issued a central policy document, which stated that China would continue to carry out the project of subsidizing policy about using bio-pesticides and other low-toxic pesticides in some provinces as demonstration areas in 2013, and there should be no less than 10 provinces that can receive subsidy on bio-pesticides in some of their vegetables and fruits production bases.
   
  Under this circumstance, Jiangsu, Jiangxi, Hunan and some other provinces continue to execute the subsidy project for bio-pesticides and other low-toxic pesticides. A new bio-pesticide list (2013) with provincial financial subsidy was issued by the Jiangsu Provincial Commission of Agriculture on 27 June. By 2013, the subsidy project for bio-pesticides for vegetables has been implemented in Jiangsu Province for three consecutive years, which is an encouragement for the bio-pesticide industry. The new list includes nine products, which can be purchased with subsidy.
   
  The subsidy will be used to push ahead with the demonstration projects about the control of vegetable pests and diseases. The demonstration area would be built permanently in vegetable production bases. Professional cooperatives, enterprises and large plantations which grow vegetables have priority to the subsidy.
   
  Apart from Jiangsu, Shanghai City also implements subsidy project for bio-pesticides, providing 50% of the subsidy in the beginning, and then the rest 50% is from local fiscal revenue. Farmers in the demonstration area in Shanghai can get free bio-pesticides at present. Other regions such as Jiangxi, Hunan, Guangdong, Hainan, Shandong and Henan subsidize bio-pesticides as well.
   
  With the price of pesticides increasing year by year, the government is raising subsidy for the purchase of them accordingly. However, the pesticides which the government subsidized are generally chemical pesticides at present. For this, some insiders suggest that the proportion of subsidized bio-pesticides should increase.
   
  Furthermore, the subsidy projects are carried out only on a small scale at present, which exerts limited influence on farmers, because few cities in China could keep pace with the economic level as well as the fiscal power of Shanghai City to afford subsidy projects on a large scale, for instance, Jiangxi Province, which was included on the list of provinces where governments carried out subsidy demonstration project for bio-pesticides. But the subsidy demonstration project of Jiangxi Province only covered two counties namely Jing'an County and Xinjian County, with a total area of only about 1,000 ha. in 2012, according to Jiangxi Provincial Department of Agriculture.
